Internetbrief aan de fractievoorzitters in de Tweede Kamer inzake de Rubicon-opmerking van de Oekraïense minister van Buitenlandse Zaken

Geachte dames en heren,

Even voorstellen: mijn naam is Richard Schoot en ik schrijf over politiek, godsdienst en media op mijn website www.ibcpp.org.uk

Op 24 februari 2022 valt het Russische leger Oekraïne binnen. Het Nederlandse kabinet verklaart dat alleen Rusland volledig verantwoordelijk is voor het uitbreken van het militaire conflict, maar zegt eveneens dat het niet onze oorlog is en dat het ook niet onze oorlog moet worden.

Op 17 mei 2022 zendt Nieuwsuur een vraaggesprek uit dat de rubriek heeft gehad met de Oekraïense minister van buitenlandse zaken, Dmytro Koeleba. Als de interviewer in een vraag opmerkt dat Nederland Rusland niet wil provoceren, reageert de Oekraïense minister als volgt:

"I think we crossed the Rubicon when it comes to provoking Putin".

Daardoor onthult de Oekraïense minister dat Kiev willens en wetens te ver is gegaan in het provoceren van Moskou. Het land heeft kennelijk vuile handen gemaakt en is dus op zijn minst medeverantwoordelijk voor het uitbreken van het militaire geweld. Vervolgens probeert de Oekraïense minister onmiddellijk de aandacht van zijn onthulling af te leiden. Hij voegt er namelijk in één adem aan toe:

"It's not about whether we provoked Putin or not, he does what he wants, what he believes is right."

De interviewer van Nieuwsuur gaat er verder niet op in. Na deze uitzending had het kabinet op minister Koeleba’s onthulling kunnen reageren in bewoordingen zoals deze: “De onthulling van de Oekraïense minister laat zien dat het kabinet er verstandig aan heeft gedaan om het standpunt in te nemen dat dit niet onze oorlog is. Zo hebben we Nederland op een veilige afstand van het conflict gehouden, een conflict voor het uitbreken waarvan Rusland kennelijk niet als enige verantwoordelijk is.”

Het kabinet heeft echter helemaal niet gereageerd op de onthulling, helaas. Erger nog, op 17 juni 2022, dus een maand na dit interview, verklaart premier Rutte in het perscentrum Nieuwspoort plotsklaps dat het wèl onze oorlog is, en pas na een vraag van een verslaggever maakt hij duidelijk dat Nederland niet forméél met Rusland in oorlog is. Naar mijn mening is deze gang van zaken even onlogisch als onheilspellend voor ons land.

Ik heb in oktober 2022 in een internetbrief aan de minister van buitenlandse zaken diverse vragen over deze aangelegenheid gesteld. Ik kreeg wel een ontvangstbevestiging, maar geen reactie.

In mei 2023 heb ik in een internetbrief aan de minister-president gevraagd waarom het standpunt van het kabinet van februari 2022 gewijzigd werd in het standpunt van juni 2022. Dit beschouw ik als de kernvraag. Namens de premier kreeg ik wel een reactie, maar daarin werd mijn vraag genegeerd.

In november 2023 heb ik in een internetbrief de (inmiddels demissionaire) premier verzocht alsnog mijn vraag te beantwoorden. Opnieuw kreeg ik namens hem weliswaar een reactie, maar opnieuw bleef het antwoord uit.

Ik ben een ambteloze burger, maar u bent als fractievoorzitter een prominente volksvertegenwoordiger die in verkiezingstijd menigmaal voor de TV-camera’s is verschenen om de Nederlandse kiezers ervan te overtuigen dat ze hun stemmen het beste op uw partij kunnen uitbrengen.

Daarom lijkt het me voor de hand liggen dat u het stellen van de hierboven genoemde kernvraag van mij overneemt of betere vragen stelt, teneinde van het kabinet opheldering te krijgen over de volstrekt ongerijmde gang van zaken, zoals ik die hierboven heb geschetst.

1. Hebt u hier al vragen aan het kabinet over gesteld, en zo ja, wat waren de antwoorden en waar kan ik deze in de Handelingen terugvinden?
2. Gaat u hier vragen over stellen, en zo ja, wilt u mij dan berichten wanneer u dat gaat doen?
3. Zo nee, wilt u mij dan vertellen waarom u hier geen vragen over gaat stellen?

Mocht u op deze brief reageren, dan zal ik uw reactie publiceren.

Uit het hoofdlijnenaccoord dat PVV, VVD, NSC en BBB hebben gesloten leid ik af dat het aanstaande kabinet hetzelfde standpunt inneemt als het zittende sinds juni 2022.

Het valt buiten het bestek van deze brief, maar ik kan niet nalaten erop te wijzen dat Nieuwsuur op 4 april jl. opnieuw dezelfde Oekraïense minister heeft geïnterviewd. Diens onthulling uit 2022 is echter niet door de interviewer ter sprake gebracht, en dat terwijl de dreiging van een uitbreiding van het conflict sindsdien alleen maar groter is geworden.

Dear ladies and gentlemen,

Please let me introduce myself: my name is Richard Schoot and I write about politics, religion and media on my website www.ibcpp.org.uk

On February 24, 2022, the Russian army invades Ukraine. The Dutch Cabinet declares that Russia alone is fully responsible for the outbreak of the military conflict, but also says that it is not our war and that it should not become our war either.

On May 17, 2022, Nieuwsuur broadcasts an interview that the program had with the Ukrainian Minister of Foreign Affairs, Dmytro Kuleba. When the interviewer notes in a question that The Netherlands do not want to provoke Russia, the Ukrainian minister responds as follows:

"I think we crossed the Rubicon when it comes to provoking Putin."

As a result, the Ukrainian minister reveals that Kiev has knowingly gone too far in provoking Moscow. The country has apparently dirted its hands and is therefore at least partly responsible for the outbreak of the military violence. The Ukrainian minister then immediately tries to divert attention from his revelation. He adds in the same breath:

"It's not about whether we provoked Putin or not, he does what he wants, what he believes is right."

The Nieuwsuur interviewer does not elaborate further. After this broadcast, the Cabinet could have responded to Minister Kuleba's revelation in terms such as these: “The Ukrainian minister's revelation shows that the Cabinet was wise to take the position that this is not our war. In this way we have kept The Netherlands at a safe distance from the conflict, a conflict for which Russia is apparently not solely responsible.”

However, the Cabinet has not responded to the revelation at all, unfortunately. Worse still, on June 17, 2022, so a month after this interview, Prime Minister Rutte suddenly declares in the Nieuwspoort press center that it is indeed our war, and only after a question from a reporter does he make it clear that The Netherlands is not formally at war with Russia. In my opinion, this course of events is as illogical as it is ominous for our country.

I asked several questions about this matter in an internet letter to the Minister of Foreign Affairs in October 2022. I did receive an acknowledgment of receipt, but no response.

In May 2023, I asked the Prime Minister in an internet letter why the Cabinet's position from February 2022 was changed to the position of June 2022. I regard this as the core question. I did receive a response on behalf of the Prime Minister, but my question was ignored.

In November 2023, I asked the (now outgoing) Prime Minister in an internet letter to answer my question. Once again I received a response on his behalf, but again the answer was not forthcoming.

I am a citizen without office, but as a parliamentary party leader you are a prominent representative who has appeared before the TV cameras many times during election times to convince the Dutch voters that they can best cast their votes for your party.

That is why it seems obvious to me that you should take over from me the asking of the key question mentioned above, or ask better questions, in order to obtain clarification from the Cabinet about the completely absurd course of events, as I have outlined in the above.

1. Have you already asked the Cabinet questions about this, and if so, what were the answers and where can I find them in the Parliamentary Reports?
2. Are you going to ask questions about this, and if so, would you please let me know when you will do so?
3. If not, could you please tell me why you are not going to ask questions about this?

If you respond to this letter, I will publish your response.

From the main agreement that PVV, VVD, NSC and BBB concluded, I deduce that the incoming Cabinet will take the same position as the current one has taken as from June 2022.

It is beyond the scope of this letter, but I cannot help pointing out that Nieuwsuur interviewed the same Ukrainian minister again on the 4th of last April. However, his 2022 revelation was not mentioned by the interviewer, even though the threat of an expansion of the conflict has only increased since.
